Hard to beat being in the water for providing distributed support. Extra blocking on the ground could suffice. No direct experience with this unit, but I can't believe that 400 lb would be an issue. That is not very much as far as lifting goes, and what would be the point of having a crane that only lifts as much as you can? From the pics, it looks like hook height over the rail may be an issue.
