I have been shrinking my boats for the past 25 years and have never had a problem. I use plenty of vents and keep the windows open a bit. I also use the moisture absorber.
I normally get 3 to 4 years out of one cover.

Paul,
Mac stated 1.5 gallons per mile.... Not 1.5 Miles per gallon.
I would still be happy with that myself in my boat. At cruise, 2250 rpm, I am using 2 gallons per mile!
I have owned a couple of F series boats and at cruise I would get about .8 mpg.

Glad to hear you got it fixed. Over the years, whenever I have had a boat with the external resistor on it I have purchased the 4 prong model. That way if it ever fails I already have the replacement right there... you just unplug the wires from the top and plug it in the bottom.(or vice versa)

As stated earlier, I would do a leak down test. It will give you much for info campared to doing a compression test. A little more involved but easy to do.
