On my 1985 11 Meter Sedan those stairs are held in place by one screw. You remove that screw and the entire stairs pull away (revealing the hot water heater). Then you have ready access to the back of the stairs and the wiring of those lights. I can't remember if the lights are mounted from the back...

My 11 meter sedan lists like Koviak describes.
