depth gauge and engine timer

I know have a 78 f28 and as part of its gauges in the top center is a single hour meter rather than port and starboard, I assume some came that way. Next at bottom center of helm gauges is a gauge about 2.5 inches that indicates depth of water. Can anyone clarify for me how that works or once worked?
