I have a piece of silcone inside the raw water scupper on the bottom of the boat.

Does it unscrew from the bottom for clean-out or do I need to remove the whole seacock assembly, which maybe I should do anyway because of what I see.

There are two types. One with the strainer cast with the thru-hull...the strainer is not removeable. The other type is two pieces...a mushroom head thru-hull and a separate strainer fastened to the bottom of the boat with screws. Try digging the stuff out with a piece of wire or needlenose pliers before you take anything apart.
