Can't go in there!

Just saw on the news that BP had the entrance (one road into) blocked off not allowing anyone to enter where a cleanup was suppose to be going on. A sheriff had to escort the newsman to the place, but all the workers and supervisor said "no comment" to each question asked.
Am I missing something here, how is it that a corporation from a foreign country can tell Americans where it can go and not go in our own country.
I thought big O was in charge here, he said he was. I hope a reporter has the b-lls to ask him that.
