i asume shore power ? Are you using bothe cables ? Check the voltage to make sure you not getting 220 on one side and check the polarity .

Did you check with a volt meter on the boat and on the dock ? That should be the first thing . You can get a polarity test at a hardware store and check polarity of the outlets . Have you tried swaping the cords at the dock ? Does the issue change sides ?

I'll see your polarity tester and raise you a volt meter. Also serves to trip GFCIs, if you're into that kind of thing....

At minimum you need new gauges.

Do you have the cross tie switch and if so is it in the right position for both cables connected ?

There was an option that allowed you to power up both sides of the panel when only one shore power cord was connected. The breaker /switch was one of those lower ones on your 120 panel. The switch had to be in the correct orientation when both cords were used. Just a thought as it used to throw me if I wasn't watching. As I remember those polarity indicators were a bit on and off on our boat and I replaced the volt meters a few times.
