reverse air question

Quick question: my air-conditioning compressor doesn’t kick in. I can hear the clicking and I see blinking light that compressor wants to kick in but it won’t. Do you think my marina power is not a strong enough since this is small boatyard and I am the only one with AC? I know they had kind of problem with shore power. Any ideas?
