Outboard prop depth

Please don't kill me but I have an outboard question on my 23 foot bayboat. I think some of you may be an expert on this as well. Recently when on lake I would start acceleration from idle speed, if I put a lot of throttle in the prop does not push. I have had it checked not spinning the center rubber. It feels like it is cavitation. The boat is a deep Vee and the engine is a Suzuki 225 two cycle. I have a hydraulic jack plate so can adjust as needed. What is the correct position of prop to bottom of Vee to avoid this?

The anti-cavitation plate above the prop should be even with the bottom of the V.
