ventilation requirements for outboard boats?

Question for you careful regulation readers: what are the USCG ventilation requirements for a compartment that contains a battery, and a portable plastic fuel tank with an aggregate permeability rate of less than 1.2 grams of fuel loss in 24 hours per cubic foot of net compartment volume that doesn't vent into the compartment that it is in?
Bonus question: What if the tank is aluminum?
Cites to the government regs that you find would be exceedingly helpful. ABYC standards, while generally good ideas, are non-regulatory, so don't count. I'm not asking because I'm lazy -- I looked already. I'm asking because I want to follow the rules very carefully, and seek a second opinion on what I have found. Thanks, P-Dogg.
