she should get to the right WOT RPM
don't forget props
as in diameter/pitch
don't assume the props she's wearing are correct

Well close to 35 is a hope.
I'm going to rebuild the other carb and see how it goes. Then tune them both. The rebuilt port motor idles high now. Then yes oil change new plugs and wires.
If I can get a good 20 mph cruise speed I would be ecstatic.
Props are 17x17 iirc spec is 16x17
I know when the port motor was only running 4 cyl I couldn't get full wot on stbd. Now it seems the port max rpm is being limited possibly by the stbd.
Probably do a drop test on stbd motor also.
